Have you ever experienced this issue on Twitter when you switch back to the Twitter app or desktop website and start reading a Tweet, only for it to suddenly be gone and the feed seeming refreshed itself? It breaks the experience and annoys users, and Twitter is finally addressing this issue.
A couple of Tweets from Twitter's Support handle explains what causes the issue, and addresses that it is being worked on.
The background: a Tweet would move up the timeline as replies were added to the ongoing convo. Since some convos can evolve quickly, this made it so you didn't see the same Tweet repeated in the TL.

Our changes will keep your TL fresh and keep Tweets from disappearing mid-read.
In order to address the problem, Twitter will be changing the way that tweets are displayed so they won't disappear anymore. This will take place over the next two months, according to Twitter.
