That's also true, the Snapdragon 805's GPU is much more powerful than the Snapdragon 625's.
So there really is no point for someone with a QSD 805 handset (example a Samsung NOTE 4) to try and upgrade there device to something with a QSD 625 (example a Xiaomi Redmi Note 5). Its a side-grade at best, but realistically, its a downgrade. So what I'm saying is that you CANNOT trust synthetic benchmarks alone (and out of context) to decide which phone is better.
Case in point, the LG G7 screams at the synthetic benchmarks but cannot play Nintendo Wii emulator games properly... whereas the Google Pixel 2XL has a much lower synthetic benchmark yet it actually runs the emulator more smoothly. Its a case of better software taking advantage of the hardware that's under the skin. So yeah, don't trust simple benchmarks alone.

and then again do the IPC mean single core performance or related somhow to it?if so i think in top of the chart samsung top tier SOC most just outperform by apple’s.

This is based on "Overall Performance". Importance was given to IPC, then GPU, then multicore performance, then battery efficiency. So it can't be judged by a simple benchmark like Geekbench which is very misleading, this list is far more accurate, precise, and useful as it takes in practical/real-world performance into account. As an example, an efficient and fast quadcore will outperform a less efficient and slower octacore. I've limited it to the high-end and midrange SoC's, all Quadcores, and didn't go past 2012 (seemed redundant to do so). However I've not included MediaTek chipsets since they are very confusing, and frankly aren't worth mentioning for their GPL-infractions, developer hostility, bans overseas, impeaching patents and licences held by and not paid to the rightful holders. I have no qualms including them, because I'm not a fanboy of any company I simply admire a product based on its merits, and not the logo.

*The 2016 low-end Snapdragon 625 (along with the refreshed 626 and 630) can beat the 2014 flagship QSD 805 when it comes to multicore performance, almost match it for graphics, beats it in battery life, whilst supporting 64-bit applications... however its rated lower because the QSD 625 has a much lower IPC than the QSD 805 when comparing the in-order small Cortex A53 cores to the out-of-order large Krait 450 cores (which is similar to ARM Cortex A17 core architecture).
**Tegra X1 wasn't included because its not a chip for phones, but for TV Consoles or Tablets. The Snapdragon 810 and 808 were rated much lower than benchmarks suggest because they throttle quickly, drain battery very fast, and generate heat. Also not suitable for a phone like the SONY Z5 Compact but instead a tablet like the Nexus 9.
