You can buy both individually. If you already own a 35 W or higher charger, you don’t need Apple’s unit, but you will need the new mag safe cable as it allows for more voltage. The cable also uses Apple’s new woven braided-style covering, which seems much better than the old smooth cable covering.

                Why would they sell the charger and cable glued together instead of giving the possibility to connect the cable via a USB port? We all know how quickly their cables deteriorate. Oh, wait.. What an opportunity to replace the entire thingy.
