Actually I'm pretty sure Samsung aint the 1st here.
Already I found some selling in other platforms like Aliexpress, Lazada etc where they call it e-ring or sorts.
However, for what purposes, i don't see much of it.
Cos smart-watch etc all u can interact with for a specific use like, check temperature, heart-rate, messages etc.
What can a smart-ring do?

To track your pulse variation on the light reflected from a source to your skin is needed.
And the list goes on, so, yes, you can add all those sensors to a phone, but then you won't have real time measurements.
Let's say for some of us, having real time measurements is what really matters.
