For example, I have a phone tested the old way - 110 hours. I want to understand how good will be the new phone compared to it. But the new phone has a new rating 12 hours.

the old sytem is better...why no indication whatsoever what refresh rate used in web browsing? 60fps like the old system or what refresh rate in new system? what about web browsing?
I think this's the test of interest of manufactured and.... others. Show me anyone watching video on the phone with airplane mode activated... This test is a synthetic measurement which has no relation to real life usage scenario. You'd better keep an old test and don't waste you time and efforts on something useless like a "new" battery test.
The old test is more real and important in real life.
I believe a battery idle test would be of benefit to be closer aligned to actual phone use (overnight battery drain test).
While I know it would add a lot of more time to completing testing, its something worth considering.

The new measurement pattern is welcome with addition of gaming numbers. Just like that, in real life usage, standby drain is a significant differentiator between a well-optimised ROM from others. While standby drain is contingent upon various parameters, having a representative measurement number with most common usage pattern will be super useful.

Stand by drain is a key factor in battery life, especially with Always-on displays. Pixels are notably culpable in this regard. I think stand by should be part of any measurement. This test is good for estimation, but not a true representative of real life use in my opinion.

I think they will use Wi-Fi only as they mentioned they also turned Airplane Mode on, which means no mobile network is used for these tests. (I believe this applies to all tests that involve the internet.)
If possible include a test for the phone used as a navigation with 3-4 more apps runing. I have noticed that this type of usage kills the batterie super fast. It would be nice to see what phones hold best in this test.
