The unlocked phones were dominant, and there are lots of sub-6 frequencies available, making the barriers from carriers and mmwave hardware absent. The only way for a phone to get purchased is to compete with others on hardware, software, and support, instead of some nonsense stuff from carriers, mmwave, and monopoly.

They broke up with Qualcomm in 2020 (as they opt for a 765 instead of an 865), and it's impossible to get a semi-customizable solution from Hisilicon since they provide chips exclusively for Huawei and they could no longer to let fabs outside Mainland China to fab their chips.
Now what's left is Mediatek and Samsung. Mediatek probably doesn't have such a solution, and it seems their baseband back in 2020 doesn't support mmwave, which is mandatory if they want Verizon to sell their phones. Samsung happened to have a baseband with mmwave support, namely the Exynos 5123.
Also, according to the recent failures from Zeku by OPPO, their team for making smartphone SoCs, this thing is extremely hard to design from ground up.
So if the above assumptions are all correct, Samsung is the only choice, and as a side effect, the Tensors need to be fabbed on Samsung foundries and bear the downsides.
