When the device is designed, that list needs to be throughly followed, everything less, won't receive the certifiication. After manufacturig there are all tests to be done before certification, if it passes, it will be certified, if not, well...

                They just select the specific IP for testing the device only.

                          But Hey! The Chipset's on par with the 765G, so that's kind of a plus.

                          If you care more about repairability, features and speed, The Xcover is the better option.
                          If you care more about sustainability, Stock Experience and Battery Life, The XR21 is the better option.

                              While I am tempted by the IP69K certification and the 4800mAh battery with 33W wired charging, I can't help but think about the Samsung Galaxy XCover6 Pro. Yes, the Samsung is £90 more than the Nokia, and it doesn't get the IP69K certification alongside a smaller battery with slower wired charging. However, I get a user-replaceable removable battery, USB-C 3.2 with wired DeX support, and a more powerful Snapdragon 778G SoC.

                              This is a tough choice. The XR21 is cheaper and more robust, but the XCover6 Pro leans more towards rugged mobile productivity.

Water proofing for submerge is easier compared to high pressure water jet,

                                    also, for each number in IPXX rating, the phone must pass the previous number rating test first. so IP169K is must passing IP68 test first.
