People here pretend they want small phones, but I'm going to guess they all have at least 6.5" phones. Typical internet polls, majority are just trolls. Reality shows otherwise. Best selling phones are the Galaxy A52s, then the S22 Ultra. It shows what the market actually prefers.
If people really want small phones, the OEMs will make them. But even Apple realized it's not worth it and they stopped making iphone mini. The actual number of people buying small phones are not that many.
For years Galaxy S+ outsold Galaxy S.
Iphone pro max always outsells pro.
Xperia 1 always outsells xperia 5.
I am waiting for 6.1 inch screen size smartphone, dimension similar to Samsung Galaxy S22 or Iphone 12 in mid range price.

There are actually only very expensive small phones, and the only cheaper one is iPhone SE. But no android below €500, nothing to make massive numbers. Therefore many people, who would buy a small phone, are forced to buy a large one.

The reason why you see little-to-no small-sized phones in that price range is because they have weak appeals and, therefore, demands. Of course, manufacturers would focus on what brings them more sales than what struggles.
I was into software repair until 2016, and, even then, most times when I engaged my customers asking why they bought such large phones (you know those crappy low-end large phones?), they mostly said that they preferred phones with big screens. These are traders and low-income earners in Nigeria, mind you. Part of why they prefer those large phones is that most people use them as their primary visual media consumption device. Some don't even have TVs, while some lack stable electricity to even consume media on the TV. But, even in high-income countries and those with stable power supply, go and look up the numbers that consume media primarily on smartphones. Now, which size of phone is someone who mainly relies on phone for media likely going to buy?

6,7" or 6,8" is perfect for me because I have MONSTER hands. If I picked a 6.1" or 6,4", I'll be annoyed because of crummy keyboard on tiny screen.
Well small phones can fit into your pocket.
If if I picked up Galaxy Fold 4 from Samsung, I'll be happy because of the huge keyboard on the inner screen.
Note: I use Xiaomi phones from now on.

Small screens is not for me.
People want the biggest size possible because that one phone serves them all their purpose so they pick the biggest they can find.
But for me who keeps different devices for videos, media, gaming, browsing etc, I'll pick a below 6 in anyday as daily phone. Maybe even below 5 will do
For everything else I have big phones but I can't keep big phone as my daily driver. It's a whole task to carry that thing

The problem is that people who want small phones also want top notch specs and the majority of those can only be found on big phones while the small ones have compromises so that's why nobody really cared about the S22. Nobody wants that 3700 mah battery

If there are few small phones available for purchase in the pool of many, many large ones, common sense should tell you that if there are really significant interest in those few small phones, that they should pool great sales numbers. But they don't. Shouldn't large demand and low supply lead to an item flying off the shelves? Should it lead to "out of stock"? It should even lead to higher price. It's basic economics.
Do you know why Apple has larger market share and sales much more phones than more than 90% of android OEMs despite android boasting of about 70% of smartphone OS market share? That's because there are many android OEMs struggling for the same pie.
Yet to get it? I know that analogy could be very difficult for some, but see Apple as that small-sized phones that are very few while android is the plethora of big phones.
