Google stuffed their pockets with money from the major global network providers to give them the last say on if or when you get to update YOUR PROPERTY. It is called planned obsolescence and it is the reason why Google, Apple, Vodafone, Three, AT&T, T-Mobile and the likes are posting billion dollar profits no matter if the economy is strong or weak.
For some reason, this haven't been criminalized by legislators yet, and it most likely won't ever be as long as tech blog writers keeps promoting Google's lies about what they do "for" Android.

They also need to ensure that the updates reach all regions. I'm in South Africa and I'm using the S21 Ultra 5g which we're still waiting for the update to be pushed to it as well.
