Casual users won't be interested in RAW anyway. There is no reason not to provide post-processing options. By the way, it should be called CasualRAW or NoobRAW instead.

Presumably, the idea behind all this is that Apple is trying to make RAW something more accessible and less intimidating to casual users, but photographers and people who want a higher degree of control over the RAW files have been let down because of the lack of an option to turn the processing off.

You can't, a ProRAW file is NOT layered but rather a single 12-bit linear DNG file that contains information from all the different exposure levels. It also has all the post-processing (which is separate from metadata) baked into it and you can't undo them.

It's a single image and it's a final one. ProRAW does. It has processing as well as raw sensor data and other metadata that can help editing program do better processing, so you can pick and choose or combine and/or use spearate stages or layers from the "raw". Just RAW is just a raw data from sensor and then it's entirely up to program and you to process that file accoridng to your needs.

In this case Proraw data is stored in DNG format, you can open the file In Lightroom too if you want and compare which results you like better. Now if you referring to iOS applying processing to the image before storing the data in the DNG file, please list sources, otherwise you are just blowing up smoke.
