It's not the printer that creates the text (although it prints many copies), much like it's not the factory that creates the product (although it manufactures many copies). Sometimes the author writes things by hand, therefore both the "printer" and the author are the same. However, much like everything else, that is the exception not the rule.

One takes a working product (that someone had to create) and mass-produces many "copies" using the original design, while the other has to do the heavy lifting of creating a working original design that translates into a good final product.
Outside of some very particular industries, it is *very rare* that mass-produced consumer electronics are manufactured in-house. There is good reason why you see a "Made in China" tag on everything, despite very obviously not all products are created in China (but rather just manufactured in a 3rd-party OEM such as Foxconn and many other manufacturing giants).

Again Open-source does not = free of license/patent and free to abuse. China can go out on many things, doesn't mean anything. The ONLY reason on the RISC-V adoption is because they were forced to, not because they were willing.
Open Source can get banned by sanction given enough reason. Iran were banned out of entire open source community with all libraries.
Regardless, I find situation pretty laughable, while US keep get asked and getting vaildated because it has rules and regulation, yet, nobody question China in what they do. While they in pretty much all violation on many UN regulations including WTO. But hey, when they have enough money money to buy seat and vote counts, who cares, right?

As lean as possible, and RISCV doesn't have back compatibility burden of ARM according to SiFive CEO.
In the future you will have ARM Big cores with RISV controllers, and slowly and gradually if any RISCV designs get powerful they will replace ARM cores.

It's intended that you can put your own SIMD/DSP or what ever you like on it, it's there to provide a base fixed point and floating point (when finalised) units and that's about it. Alibaba designed a thre way OoO RISC V (comparable to ARM A72 in design) core's for their own needs and all do it's neither open or blueprint available we do know what it is.
As it went into embedded (and it already is) no one will ever be able to get rid of it and ARM knows that the best.

American Domination will end Next decade, as even EU has pledged €2 Trillion to make own chips based on RISCV including ASML ripping out American compenents and making their own.

All do they are apolitical what they hate the most is politics getting into the way of progress so don't worry RISC V organisation moved out of UK and US and it will remain Open Source to the organisation partnership extent.
