That's why I think it did not see much of a release outside of its home country, and maybe it only ever was available to the railway operators.

So idk if you're claiming they're bad or something (the way you typed that gives me very few clues as to what you're trying to say) but they aren't. And secondly, what the hell do you mean Samsung is a corrupt government? They're a company, they sell phones, and fridges and washing machines and stuff. Not a government. And they most certainly aren't as corrupt as Apple.
So this is what happened to all those traded-in S9s
Removable batteries should be the standard for all phones. It's more convenient to carry an extra battery than to carry a charger or a powerbank. It also eliminate having to wait for the phone to charge because one battery will be on the phone while the other will be on the charger.
Perfect phone for me... shame we can't buy this... this is my dream phone. Ecg

but anyway my Note is IP68 certified, s... moreI got the Samsung Galaxy Note9 Protective Stand Cover for £17, it's drop proof (MIL-STD-810G-516.7), they make the equivalent case for the Note10+.
I accidently dropped my Note9 from ~11' with no problem.
My only criticism is that the curved raised sides of Note's screen protrude past the sides of the case, so it wouldn't protect the screen/ protector against the edges of concrete steps.
I always place my Note in my pocket with the screen facing my leg/ body.

AT&T must've pulled another dodg... moreThe FieldPro is the SM-G889, and technically it is the successor to the SM-G888 that was announced in late 2017. This older SM-G888 has S8-tech and looks like a FieldPro without fingerprint reader, and I think it was only ever sold to Korean train operators as part of the LTE-R (railway) network (specifically as the SM-G888N0). So strictly speaking I don't think this is the S9 Active, as this line already existed in parallel to the S8 Active.
The current SM-G889 FieldPro was actually already announced in September at IFA in Germany, albeit in less detail. I'm not sure if AT&T was ever the driving force behind this model. The IFA announcement posited the FieldPro as part of Samsung's general business initiative, and this line has a PTT button, an emergency button, and physical front buttons, which seems pretty dedicated, rather than recycled. Actually, the design is closer to the Xcover phones.

No doubt about it, this is the Samsung Galaxy S9 Active.
AT&T must've pulled another dodgy one by requesting it, and dropping the contract at the last minute. And since AT&T holds the rights to the "Active" moniker/trademark, Samsung couldn't reuse the device for another carrier or direct sales.
However, recycling this for government contract use was a smart move. It's a shame this won't hit mainstream consumers. And I suspect the few that manage to end up on eBay or Craigslist will demand a pretty profit to the individual seller.
Government regulators should make it mandatory that all phones be offered in the MITL STD 810 G version not some outdated model that is offered up.
