It is all complete BS. Bet the victim has obesity and pretty much already in heart rate failure risk. All these obese people close to hear failures obviously wear all these trackers, so while they eat their shit on a couch can tell of something can go wrong and no need to worry about it, cause watch will "save" them. Absolute nonsense. For healthy people you will never need anything like that, typical Apple PR stunt.

However, it shouldn't be ignored or called lousy. Apple have to continue improving it, the alerts and alarms should be learned, tweaked and personalized for each person, so false alarm is kept minimum.
For now, its better to have false alerts, pay fines, then to die suddenly without help.

Apple products are expensive. However each of the products received very long support. Each product will enhance your experience.
Before iOS12, the OS lags bad, thus to stay in Apple land, you need $$$$.
After iOS12, they improved performance, making upgrading yearly or two year not a requirement anymore. With that, choice opened, you can buy Apple Watch, Airpods or iPad.
