It is an option in the settings if you battery has degraded below 70%. A phone loses about 10% a year. So not even iphone 7 needs throttling.
I have an S8 it definitely lacks more than my 7 plus especially when using the widgets and the search function.

Somehow Apple has succeeded in getting enough people (youtube-ers, celebrities, other significant figures that can carry their message) to convince average consumers that their iPhones are best.
So many people (around me and on the net) believe that Apple phones are buttery smooth while Android phones are stuttering messes. Those days are long gone (since the Gingerbread OS age) and most OEMs have taken different approaches as they understand their bloatware and ads cause people to stop buying their phones. My current Samsung has a few preloaded Samsung apps, most of which can be removed, and a few preloaded Verizon apps, several of which can be uninstalled, and others can be disabled. It's just that the common public, apple advocates, and so many people who don't evaluate for themselves perpetuate the stuttery/laggy idea.
Talk to iPhone users, press them, and they will admit their devices have become laggy and frustrating to use due to their "battery-saving" throttling, and this is on last-year models including the 8 and X. Every operating system faces issues, and none are perfect-never lagging-never force-quitting machines. They've become far too complicated for that to be a reality. Also, both groups of phones have powerful processors and responsive UI's, as well as varied applications.

May have helped them vote in favor of Qualcomm but it indeed will help Oppo, Vivo, Xiaomi & Huawei gain market share... (3 of them uses Qualcomm chips to while the 4th uses them in SOME devices...)

I DO HATE Google play services & friends. Android has zero(?) ads / data mining before oem start installing Google services & ads adware. Alas most messaging need gms to work

Apple is bad, so does Google in my eyes. One problem is mostly about $$ while other is about privacy. Apple company is jerk in general tho (tax evading, popularize questionable "features", removing useful feature, patent troll etc), Androids is just idiots following iPhone trend or greedy by putting ads riddled system inside already data mined Android phones slow it down to beyond salvation.
