I had my 6s in the store, comparing it to a 7, 8, and X. The differences are sub-second, such that sometimes the 6S even appeared slightly faster.
I think for normal purposes, excluding camera / face recognition / AI, Apple's SoCs got faster than people can keep up with 3 years ago and Qualcomm pretty much got that way after the 820 2 years ago. Don't get me started on the crappy Qualcomm 6xx chips that can barely keep up with an 805 from 4 years ago though.

I still have some hope that they are being conservative with these numbers.

A9 to A10 Fusion (dual core vs quad core) showe... moreI think Apple decided to go for more battery life, than more performance with the TSMC 7nm process.
They do this by increasing max clockspeed especially for the first thread, but being conservative for the multicore performance. This keeps performance in steady rate, but reduces voltage considerably. Very similar approach to what Intel does with their Quadcore Laptop chipsets.
Apple said the new A12-Bionic is 15% faster than the A11, and that is what the benchmark shows. They also said the SoC uses 40% less battery, so its possible that's where they focussed the 7nm innovation into (and it makes sense, since they have much faster processors than Android but they definitely lack in battery life compared to Android).
Finally, the gap between Snapdragon and Apple A series processors is decreasing. Should catch-up in two years, I think.

The A11 still is to this date the fastest CPU available, and the A12 is "just" an improvement on that. When they have such an advantage over everyone else in terms of power, they can focus on efficiency like they've done here.

Plus it has 2x the performance of 970's npu , because now it's two npus instead of one. Last year the Kirin 970 npu was capable of 4 trillion OPs ,so the 980's npu should be capable of easily doing 8 trillion OPs which is 3 trillion more than the a12's 5 trillion OPs.

For actual users, the android flagships... moreYou make a fair point but for the average user multi-tasking is an edge case these days. IOS answered this long ago. When something needs to be done in parallel it is, otherwise software tricks are deployed to give the majority of people what they want. With CPU and network speeds being so quick these days true multi-tasking is no issue for an IOS device. I use both platforms and honestly don't need a flagship on either platform right now because 2 year old chips are just fine if you do your gaming elsewhere. It's camera improvements that are driving upgrades these days

A9 to A10 Fusion (dual core vs quad core) showed some good improvements, and same is through with A10 Fusion to A11 Bionic (quad cord vs hexa core).
Well....who's going to catch apple cheating when the iPhone user is mediocre...( before replying look around!!!!)
