The typical alt-reality examples you're making mysteriously omit the fact that even though the play store might be available in those countries it's EXTREMELY censored, forcing users to sideload to get access to mainstream apps.
Lastly, neither of those countries has zero to none effect on the success of android.

Those 10 million directly use apps without payment. All of them, not just most of them.
Your reasoning hits concrete. I don't talk about china which google services are almost banned in their home devices and most of them use different methods like VPN to bypass restrictions and use pirated apps. Russia is the most famous region for doing so.

You can simply make an paid app which catch global attention for example FIFA world cup 2018 facts and then track your downloads, Already installed on devices, then calculate profit. Then ask google to give the real number of legal download.

Just because it's a paranoid scaremongering BS argument in some hipster communities, it doesn't make it real. People use Android because it's a Windows-like UX. You get the phone the way YOU like it. Not the way ONE chief executive tells you to like it, just because that's the way he can maximize the profits for himself.
The more influence, the more free services. either intentionally or unintentionally.
Android is part of this income. People will use either official apps and pay in full or pirate apps and pay nothing. Most of them will use android Handsets to benefit from apps.
They ignore apple as there are no easy way to use paid apps, free of charge.
There are people out there that love Microsoft for Windows. Emulators growing stronger in Windows machines. Tablets growing more powerful to run those emulators and then they use paid android apps without payment and are not aware of rumors that waves in communities about handsets will be blocked or tracked if this app installed illegally or that pirated app to use full advantages.
Advertisement is a safe and always profitable for such overwhelming outlaw environments.
